Public Works Director and Chief Engineer for the City of Elk River

Lead presenter for “Transforming into the Digital Age with Paperless Plans for the TH 169 Project”

Justin Femrite is the Public Works Director and Chief Engineer for the City of Elk River. In this role he is responsible for the administrative and professional work planning activities of the City’s engineering, wastewater, stormwater and maintenance divisions. He provides the direction for long term planning, design, construction, inspection and maintenance of public drainage, sanitary sewer, park, trail and roadway systems in the City. He further helps develop the department’s long term vision and participates at all levels of government to assure the department’s ability to be run efficiently and effectively.

Director of Engineering for Edina, Minnesota

Lead presenter for “Local Speed Limits Update”

Chad Millner is the Director of Engineering of Edina, MN. Prior he worked for a local Minnesota civil engineering consulting firm in their municipal engineering group. Millner holds degrees in Civil Engineering from the University of Minnesota and a Master of Business Administration from St. Cloud State University.

CODY CHRISTIANSON

Transportation Project Manager with Bolton & Menk, Inc.

Lead presenter for “Walking & Biking in Rural Communities: How Planning, Partnerships & Equity Play a Role”

Cody Christianson is a Transportation Project Manager with Bolton & Menk, based out of their Minneapolis, MN office. Cody has national bicycle and pedestrian design expertise that helps build support for improved multimodal infrastructure. He uses that experience to create accessible designs that integrate into the existing infrastructure, are easy to navigate, and improve the region’s transportation system for those who walk, bike, or roll.

CARLOS BALLINAS

Senior Civil Engineer at Barr Engineering 

Presenter for Going Solar: a Municipal Perspective

Carlos is a Sr. Civil Engineer at Barr Engineering. His work focuses on project management and civil design for renewable energy projects throughout the United States and Canada, as well as site development, tailings basins, flood control projects, feasibility studies and development of wind and solar facilities. Carlos earned a B.S in Civil Engineering at Universidad Popular Autonoma del Estado de Puebla, and a M.S in Civil Engineering at the University of Washington.

Ramsey County Public Works Director & County Engineer

Presenter for Advancing Equity in Public Contracts and Procurement

Ted is the Ramsey County Public Works Director/County Engineer. He is responsible for the oversight and management of county’s transportation system and the Regional Railroad Authority. Prior to joining Ramsey County, he was the MnDOT Deputy State Aid Engineer and also worked at Washington County, the City of Bloomington and two transportation consulting firms.

He received his Civil Engineering degree from the University of Minnesota.

City Engineer, City of Woodbury

Presenter for “Traffic-Transportation 101: Being a City Traffic Engineer”

Tony is the City Engineer for the City of Woodbury and has worked for the City for 9 years. He serves as the Chair of the City’s Transportation Committee which is the main point of contact for traffic related issues within the community.

As an avid runner and recreational bicyclist, he has enjoyed reviewing and solving traffic issues with a focus on pedestrians, bicyclists and transit users. Tony enjoys watching sports and engaging in friendly competition through a number of local running, kubb, disc golf and homebrew competitions.

City Engineer, City of Eagan

Presenter for “Pedestrian Safety on City Streets”

John has been with the City of Eagan for the past twenty-six years, ten as City Engineer. He has been an active member of City Engineers Association (CEAM) and American Public Works Association-MN for twenty-seven years, serving in the past as an Associate Member of the CEAM Executive Committee, the Water Resources, Standards & Specifications, and Winter Conference Planning Committees, and is the 2nd Past President of CEAM. John is a graduate of North Dakota State University and a 2003 graduate of the University of Minnesota Infrastructure Systems Engineering program.

STEPHANIE MALINOFF

Director, Minnesota LTAP Program 

Presenter for “LTAP Update: New Resources to Help Grow the Local Agency Transportation Workforce”

Stephanie has worked at the Center for Transportation Studies for over 17 years, including serving as director of the Minnesota LTAP program for the last four years. In this role, she advocates for development of and access to training programs for local agency transportation personnel. Stephanie has a Bachelor of Civil Engineering degree from the University of Minnesota.

Vision Zero Program Coordinator, City of Minneapolis Public Works

Presenter for “Pedestrian Safety on City Streets” 

Ethan Fawley is the Vision Zero Program Coordinator for the City of Minneapolis Public Works Department. He works to eliminate traffic deaths and severe injuries with a special focus on pedestrian and bicycle safety.

Civil Engineer, City of New Ulm

Presenter for “Full Depth Reclamation for Urban and Suburban Street Application”

Joe Stadheim is a Civil Engineering graduate of South Dakota State University and has been employed by the City of New Ulm for his entire professional career. He began as a Graduate Engineer in 2007 being promoted to City Engineer in November of 2020. He resides in New Ulm with his wife Katie and 2 boys, Declan and Asher.

Principal Engineer, Braun Intertec

Presenter for “Full Depth Reclamation for Urban and Suburban Street Application”

Dan earned a Bachelor of Science Degree from the University of Minnesota in 1984. He worked for the Minnesota Department of Transportation for 9 years, holding positions in Research, Construction and left the Department as the State Bituminous Engineer. He worked for various asphalt material suppliers for the next 20 years as a Technical and Account Manager. Dan joined Braun Intertec in September 2014 and currently works part time within the Pavement/Transportation Group as a Principal Engineer.

ANNE FINN

Assistant Intergovernmental Relations Coordinator, League of Minnesota Cities

Presenter for “Programs to Address Funding Shortalls Due to COVID”

Anne Finn is assistant intergovernmental relations director for the League of Minnesota Cities (LMC). Since 2000, she has represented the League and its member cities before the state legislature and other levels of government on issues involving public safety, transportation, public pensions and local decision-making authority. Anne’s background includes a combination of legislative and local government experience. She holds a Bachelor of Arts degree in government from the College of Saint Benedict and a Master of Arts degree in public administration from Hamline University.

SEAN WALTHER

Planning Manager, City of St. Louis Park 

Presenter for “Public Art – It Takes Work to Look This Good!”

Sean Walther, AICP has 25 years of experience in redevelopment and plan implementation – where long-term community goals and policies intersect with present conditions. He has served City of St. Louis Park for 15 years. Sean also worked for the cities of Anoka and Ramsey and interned with the Minnesota Office of Environmental Assistance Sustainable Communities Team and the Initiative Foundation in Little Falls. Sean has a bachelor’s degree in Local and Urban Affairs from St. Cloud State University and studied Urban and Regional Planning at the University of Minnesota Humphrey School of Public Affairs. He also served for 10 years as a member, team leader and chair of the Minnesota Design Team.

BRYANT FICEK

South Area Engineer, Metro District 

Presenter for “Traffic-Transportation 101: Being a City Traffic Engineer”

Bryant has over 20 years of experience as a traffic and transportation engineer, completing projects from concept studies through final design and construction. He joined MnDOT in 2020 and is currently the South Area Engineer for the Metro District. This role serves as a liaison to local agencies, helping them navigate MnDOT processes and deal with issues on the State transportation.

Prior to MnDOT, Bryant worked in the private sector, most often dealing directly with cities and their day-to-day concerns. His projects included working with Councils and Commissions through development projects as well as interacting with the general public on local roadway items like stop sign requests.

Jeff McMenimen is a Principal at Damon Farber, a landscape architecture, urban design, and planning firm located in downtown Minneapolis. He has over 30 years of experience leading a broad range of complex and award-winning landscape architecture and urban design projects across the country. Jeff’s areas of expertise include urban design, park planning and design, campus, community, and resort planning, and public space design. He has devoted his career to planning and designing memorable places through collaborative efforts with clients and communities.
