Trenchless Topics 2.0 - Even More Bidding Challenges and Best Practices
Location: Plaza 4
Speakers:
Trenchless Construction is nothing new and most people are familiar with the products and methods, but one common problem we hear is the challenges associated with bidding. How do you bid trenchless methods against each other, or against traditional construction methods, or how much risk should the contractor or the own hold? A panel of trenchless construction contractors will discuss what works and what doesn't when preparing a bidding package for a successful project.
If We Had to Do It Again: Lessons Learned from Minnesota Municipal Projects

Speakers will provide perspectives and experiences of the Engineer/designer, project Owner and Contractor.
Local Traffic Trends
Location: Plaza 5
Speakers:
Local traffic patterns are changing in recent years due to changes in remote work, social media, and school procedures. Restaurant openings are being hyped by social media and attracting large crowds. More parents are willing to sit and wait to pick up their children after school. Changes to school busing is resulting in increased vehicle and pedestrian traffic. This session looks at some of these trends and discusses potential solutions to consider if these issues come up in your community.

Sessions
Practical AI for City Engineers
Location: Ballroom
Speakers:
The featured session opens with eight everyday use cases, modeled live rather than described, so people see the range of what AI can do before they judge it. It then covers the nine most common mistakes professionals make with AI, each with the fix, worked against situations engineers actually hit. Most of the time goes to a practical framework for driving an AI interaction so the engineer stays the expert and the output is worth keeping. Environmental impact and job security questions are built into the session. The afternoon breakouts give attendees who want to go deeper a smaller room to practice in.
Election 2026: What Happened and Why It Matters
Location: Ballroom
Speakers:
Professor David Schultz returns to CEAM following the 2026 midterm elections to help make sense of the results and what comes next. With his engaging and objective style, he will examine the political landscape ahead and what it may mean for cities, including infrastructure funding, state and federal policy, relationships with elected officials, public expectations, and the broader outlook for local government.

Franchising Cable Communication Systems (Fiber Optic)
Location: Plaza 1
Speakers:
A handful of cities are working to franchise fiber optic companies to have more control over buildouts, service areas, and customer service concerns. Additionally, the revenue loss to cable commissions continues as fiber optic replaces traditional cable service. Hear how one city accomplished a franchise and others are leveraging the ROW permit process as legal discussions continue.
Partners in Prevention: Reducing Utility Damages Together
Location: Plaza 2
Speakers:
Reducing utility damages during construction benefits everyone involved in project delivery. Utility conflicts can lead to costly repairs, schedule delays, safety concerns, and disruptions to the public. Join industry partners as they share practical strategies, lessons learned, and proven coordination practices that help minimize utility impacts and set projects up for success from design through construction.
A Contractor's Perspective
Location: Plaza 4

What do contractors really want from city engineers? In this session, two general contractors who work with both public agencies and private developers will share their perspective on plan and specification preparation, ways to reduce risk for owners and contractors, getting the best value from competitive bidding, and the things contractors like—and don't like—to see in project documents. Attendees will gain practical insights to improve project delivery and contractor relationships.

Presenters will demonstrate how data is being used to balance risk, condition, funding, pavement needs, and delivery capacity to guide strategic infrastructure investment.
Getting More Out of the AI Tool You Already Have
Location: Plaza 6
Speakers:
Most people use a fraction of the AI tool their organization already pays for. We'll go into the features almost nobody turns on: custom settings that personalize every output, agents and projects you build once and reuse, and the habits that separate a good answer from a mediocre one. It's tool-agnostic, so it works whether your city runs Copilot, Gemini, ChatGPT, or Claude.
