About the Collective Action Committee

With today’s complex social and economic issues, individual units of government can no longer solve these problems by working alone. A collective voice and action is needed. The Ramsey County League of Local Governments was established to foster coordination and collaboration, and it’s time to put that mission into practice!

Any elected official or staff member of a member organization is invited to join. You do not need to be a member of RCLLG. See below for the current roster. The group currently meets monthly via zoom meeting.

Collective Work Initiatives

  • Ensure the collective action committee has at least five members inclusive of all membership types, including at least one county representative.
  • Achieve the initiatives as outlined in the work plan. 
  • Share RCLLG’s priorities with state legislators.
  • Create an advocacy communication template to make it easy for members to connect with local legislators and policy makers with a unified message.

2024-2025 Collective Action Priority

In 2024 and 2025, climate action was a collective priority of the members of the Ramsey County League of Local Governments (“RCLLG”), which represent Ramsey County municipalities, including 16 cities, three school districts, four watershed management organizations, the County Government, and various associate and individual members. In 2024, the Collective Action Committee formed into the Climate Action Working Group (CLAW) to represent RCLLG members and other Ramsey County jurisdictions working to meet the initiatives outlined in their work plan.

2024-2025 CLAW Goals

The group’s 2024-2025 goals were:

  1. Support cities, townships and school districts in Ramsey County to develop climate action plans
  2. Build capacity and increase resilience to climate change for manufactured home residents

Goal 1 Results: In September 2024, climate planners and elected officials convened at the Shoreview Community Center for a climate action planning workshop led by Abi Phillips, Climate and Health Planner in Ramsey County. Attendees left with newly-made goals for their own jurisdiction’s climate goals and action plans.

Goal 2 Results: The CLAW was awarded a grant from the Minnesota Pollution Control Agency in fall 2024, ending July 2025. The purpose of this grant was to build RCLLG’s capacity to increase resilience and mitigate greenhouse gas emissions in the 15 manufactured home parks/MHPs in suburban Ramsey County. In January and February 2025, the workgroup’s outreach team met to plan an engagement & education event for residents of the 15 MHPs & their city staff and elected officials. Read about the event below! The larger CLAW group met regularly throughout the year and created a three-year action plan for community engagement in manufactured home parks.

What We Accomplished: Energy Resource Fair Held in Vadnais Heights

June 26, 4:00-6:00 PM | Five Star Estates

Bubbles, chalk, tunes, and good food and education were all present at the June 26 Energy Resource Fair event at Five Star Estates manufactured home park in Vadnais Heights. This educational event connected residents of Five Star with programs and services that can help them lower their utility bills, improve comfort in their homes, and access free or low-cost energy resources. 

Approximately 100 residents braved the rainy weather to grab a plate of food and meet with organizations who volunteered their time to provide education and resources to residents. The tabling organizations included Center for Energy and Environment (CEE), Ramsey-Washington Metro Watershed District (RWMWD), Partners in Energy (PiE), Citizens Utility Board (CUB), Energy CENTS Coalition, Ramsey County – Climate & Health, and La Asamblea De Derechos Civiles.

Our hope is that this Energy Resource Fair serves as a model for similar events at other manufactured home park communities in suburban Ramsey County.

Background: RCLLG was awarded a grant last fall from the Minnesota Pollution Control Agency to help residents in 15 MHPs across eight suburban Ramsey County cities access critical weatherization and energy efficiency resources. This engagement and education event successfully accomplished one of the final goals of this grant.
