Proactive Exposure Management: The Key to Efficient, Effective Cyber Defense

Although cybersecurity may escape the most drastic of the cost cuts in today’s government budgets, the pressure to do more with less has never been greater. For cybersecurity teams, doing more is essential, given the dramatic rise of ransomware, nation state-sponsored threats, and a flood of new vulnerabilities. Cyberattack paths have exploded in number and complexity, with attacks coming from directions not even considered in the recent past. While attackers probe for the weakest link in your sprawling attack surface—and move laterally in search of valuable assets—security teams are often constrained by siloed, incomplete attack surface views, and must rely on just-in-time detection and response to react to attackers’ moves. Proactively identifying and reducing the highest risks before attacks come is the most cost-effective and secure way to protect your network environment. An effective Exposure Management approach must be holistic, proactive, and preventive, with a laser focus on these three key factors: 1. A unified view of all assets and associated software vulnerabilities, configuration vulnerabilities and entitlement (identity) vulnerabilities. 2. Predictive capabilities that enable understanding of relationships between assets, exposures, privileges and threats across an attack path. 3. Dynamic risk-based prioritization to continuously identify and address the exploitable vulnerabilities, misconfigurations, and other attack paths that pose the greatest risk. Attendees will learn: - The difference between the potential or theoretical attack surface and the actual attack surface, and the challenges of reducing the actual in light of the rapidly expanding potential attack surface. - Reducing the actual attack surface requires a broad Exposure Management approach that assesses and prioritizes risk across a wide spectrum of attack paths. - The importance of incorporating threat intelligence to take the proactive remedial steps that will have the greatest impact on cyber risk reduction and not waste time and resources on vulnerabilities that do not pose risk.

Building Cybersecurity Capabilities and Lessons Learned

The Cyber Response Team (CRT) is a statewide, all-volunteer network of highly-qualified cybersecurity and IT professionals from around the state. Volunteers are trained in a variety of skills to respond to cyber incidents impacting public-sector entities and private industry providing a public-safety function. Modeled loosely and aligned to the structures of Community Emergency Response Teams and Incident Management Teams, the CRT trains together in a variety of in-person and virtual settings to develop and build capabilities in cybersecurity assessment, monitoring, incident response (ransomware, denial-of-service attacks, etc.) and continues to provide local operational support during cyber emergencies. In addition to technology, Ben supported budgeting, long-range planning, and several construction projects. Brian also serves as the radio color commentator for BSU Football and Men’s Hockey broadcasts since 1999. John Israel is the State of Minnesota's Chief Information Security Officer (CISO). At MNIT, he leads the executive branch cybersecurity teams, the Minnesota Cybersecurity Task Force (MCTF), and collaborative efforts to engage with entities statewide to build effective cybersecurity strategies across all levels of government in the state. John has over 25 years of IT experience leading, building, and growing cybersecurity and IT functions in municipal, county, and state entities integrating highly technical functions into strategic organizational operations. Before joining MNIT in 2008, John led IT operations for the Washington County Sheriff's Office. Ryan Miller is a Solutions Engineer at CARTO where he works with customers identifying how they can best integrate geospatial technologies in their business processes. He has a proven track record in integrating AI and ML into geospatial analytics. Prior to CARTO, he was a Data Engineer at Cisco where he created data and analytics solutions that used AI and machine learning to automate business processes for Cisco’s DoD customers. He also founded, built, and sold a clean-tech geospatial company that focused on increasing rooftop solar adoption through data-driven prequalification approaches. Ryan has a Ph.D. in GIS and an MBA and is passionate about leveraging AI and machine learning to solve complex geospatial challenges, and is looking forward to sharing insights on their transformative impact in the geospatial industry.

Scott Conn became the Chief Information Officer for the City of Mesa, AZ in January 2024 where he puts his 40+ years of C-level private sector, Executive Consulting, and local government Information Technology experience to work. Scott’s team in Mesa is a 2024 Smart 20 Award winner for their implementation of “Connect@Mesa” – a WiFi network within the city that is available to all residents. Scott has a Bachelor of Science in Business Administration and Management from Santa Clara University, is a retired Varsity Football and Women’s Varsity Basketball Head Coach. He has co-authored 3 books on Program Management, Software Development Life Cycle, and Process Enhancement/Improvement. Scott has been married for 39 years, has 3 grown children, and a beautiful new granddaughter. Scott is an active member of the Municipal Information Systems Association of California (MISAC) serving on the Communications Committee, Annual Conference Committee, and is the President Emeritus of MISAC’s Northern Chapter. He began as a police officer, serving a mid-sized department for over ten years. Transitioning to a role of Director of Project Management in the private sector, Scott worked with three public safety software companies, playing a pivotal role in developing and implementing numerous software projects for the emergency communications, law enforcement, corrections, fire, and EMS domains. He has managed or been responsible for hundreds of implementations across the United States. Following his private sector tenure, Scott dedicated almost seven years to a nonprofit focused on public safety information sharing, and now serves as an IT Portfolio Manager for the City of Mesa, Arizona.

Tia Kropf-Beringer serves as the Wisconsin Department of Natural Resources IT Communications and Training Manager. She helps to build strong, trusted relationships between DNR IT and Business stakeholders and supports an overall collaborative, positive, and service-oriented culture. She ensures that Department stakeholders have understandable, insightful, and valuable information regarding technology, cybersecurity, data, systems, solutions, and more. Tia also leads DNR IT Training to ensure IT staff have the knowledge they need to deliver quality services and solutions.
