This requirement explicitly includes services, programs, and activities offered online and through mobile applications. The term "state and local governments" encompasses agencies, departments, special purpose districts, transportation authorities, and other commuter agencies. Main Themes and Important Ideas/Facts: 1. Technical Standard — Understanding WCAG 2.1, Level AA. 2. Scope of Application — This rule applies to web content and mobile apps provided or made available by state and local governments, including content delivered by contractors or vendors on their behalf. 3.     Building Cybersecurity Capabilities and Lessons Learned

    The Cyber Response Team (CRT) is a statewide, all-volunteer network of highly-qualified cybersecurity and IT professionals from around the state. Volunteers are trained in a variety of skills to respond to cyber incidents impacting public-sector entities and private industry providing a public-safety function. Modeled loosely and aligned to the structures of Community Emergency Response Teams and Incident Management Teams, the CRT trains together in a variety of in-person and virtual settings to develop and build capabilities in cybersecurity assessment, monitoring, incident response (ransomware, denial-of-service attacks, etc.) and continues to provide local operational support during cyber emergencies. The CRT will assemble a panel of CRT members or service recipients to discuss several aspects of their experience with the CRT including, but not limited to: • The nature of vulnerability/exploit leading to requesting CRT support. • Their experience working with the CRT – what to expect when requesting services. • Lessons-learned from working with CRT – how did CRT support help reduce cybersecurity risk? • Best-practices for overall cybersecurity risk reduction to include cybersecurity preparedness planning, incident response planning, network vulnerability assessments, and a list of specific precautionary practices and measure network owners can take to reduce risk.

    Committee Topic - successes and failures

    There is a desire to hear more from other government agencies about things that have been tried, whether they resulted in success or failure, and what continued work was planned. This could be about aligning business and IT, managing technical debt, managing IT as federated vs centralized, or other big picture organization-wide concerns. Something like this formula: "We had X problem, employed Y strategies, and had Z outcomes. These were the steps taken, lessons learned, and this is what comes next." There also seems to be some fatigue around AI focused presentations. Government is usually slow to adopt emerging technology, and extra cautious with AI, so there is little desire to keep hearing about it from a theoretical standpoint. If there was a government agency presenter that could talk about actual AI implementation with the context mentioned above, that might be of more interest than best practices, recommendations, and general guidance from the private or other sectors.

The Workforce Digital Products (WDP) Team within Minnesota IT Services (MNIT) at the Department of Employment and Economic Development (DEED) proved that it can—and did. This case study showcases a year-long journey of transformation as the WDP Team modernized Minnesota’s labor exchange platform, transitioning from MinnesotaWorks.net to a more dynamic and accessible CareerForceMN.com. Operating in an 80/20 hybrid delivery model (Waterfall/Agile), the team successfully integrated core Scrum practices—sprint planning, reviews, retrospectives, and backlog grooming—into their cadence, steadily increasing agility without disrupting delivery.     The City of Minneapolis improved customer service and reduced staff time for more than 15 permit types.  The City is saving at least 50% of our time to process event applications. With our focus on digital accessibility, it’s much easier now for anyone to enter their event details on our web page and respond to questions from City staff.     Ben Dumke spent 23 years supporting technology in a K-12 environment. He finally graduated and is now the Systems and Network Manager for Lawrence University in Appleton, WI. Working in education requires wearing many hats and Ben has supported desktops, servers, SCCM, Exchange, Group Policy, Office 365, Hyper-V, application deployments, iPads, networks, Intune, Teams, and VoIP, just to name a few things. He has also contributed to K12SIX.org, helping author their Incident Response Runbook and Essential Cybersecurity Protections.

    Dr. Brandon Olson holds a PhD in Information Technology with a specialization in Project Management and is a certified Project Management Professional (PMP). Dr. Olson is a Professor and Director of the Master of Science in Applied Data Analytics and Master of Science in Project Management programs at The College of St. Scholastica. In his role at St. Scholastica, he teaches graduate and undergraduate courses in Data Analytics, Computer Information Systems, IT Leadership, and Project Management. Dr. Olson has several published works and presents on topics in data analytics, project management, portfolio management, and knowledge management.
