Wisconsin Cyber Response Team – Building Cybersecurity Capabilities

The Cyber Response Team (CRT) is a statewide, all-volunteer network of highly-qualified cybersecurity and IT professionals from around the state. Volunteers are trained in a variety of skills to respond to cyber incidents impacting public-sector entities and private industry providing a public-safety function. Modeled loosely and aligned to the structures of Community Emergency Response Teams and Incident Management Teams, the CRT trains together in a variety of in-person and virtual settings to develop and build capabilities in cybersecurity assessment, monitoring, incident response (ransomware, denial-of-service attacks, etc.) and continues to provide local operational support during cyber emergencies. The CRT will assemble a panel of CRT members or service recipients to discuss several aspects of their experience with the CRT including, but not limited to: • The nature of vulnerability/exploit leading to requesting CRT support. • Their experience working with the CRT – what to expect when requesting services. • Lessons-learned from working with CRT – how did CRT support help reduce cybersecurity risk? • Best-practices for overall cybersecurity risk reduction to include cybersecurity preparedness planning, incident response planning, network vulnerability assessments, and a list of specific precautionary practices and measure network owners can take to reduce risk.

Barry currently serves as the PTI Director of Technical Services. Before joining PTI, Barry was the CIO for Chesterfield County, Virginia for 17 years. Under his leadership Chesterfield County was four times recognized as the #1 digital county in the USA. He has worked in the IT field for over 40 years holding a wide range of technology leadership positions in the public and private sectors. Barry holds a masters’ degree in public leadership with a minor in economics from Virginia State University and a bachelors’ degree in computer science from DeVry University. He has been adjunct faculty for Virginia Commonwealth University and is currently adjunct faculty for the Public Technology Institute in the certified government CIO program. Barry has been an active NACo contributor, a gubernatorial appointee to the Virginia elections security standards workgroup and a two-time president of the Virginia Local Government IT Executives (VALGITE) organization. He is a certified government CIO (CGCIO), a certified information security manager (CISM) and a national top 25 Doer, Dreamer & Driver. Bill Rudnicki
Bill Rudnicki has been the tribal administrator for the Shakopee Mdewakanton Sioux Community since 1992. His role includes planning, directing and coordinating the fiscal management of all administrative operations of the SMSC government and its departments, which include more than 900 employees. On behalf of the SMSC, Bill serves on a number of civic boards, including as a longtime member of the Scott County Association for Leadership and Efficiency, and the Intergovernmental Working Group. He also manages the tribe’s longstanding relationship with the University of Minnesota. Prior to joining the SMSC, Bill worked as a civil engineer for William R. Engelhardt Associates and served six years in the U.S. Army and National Guard. He has a bachelor’s degree in civil engineering from the U.S. Military Academy at West Point and a master’s degree in tribal administration and governance from the University of Minnesota Duluth. Bill has completed several national incident management system courses through the Federal Emergency Management Agency (FEMA) and is IS-100, IS-200, IS-700 and IS-800 certified. He is currently pursuing a master’s degree in business administration from Fitchburg State University. Bill previously served on the board of the Community Action Partnership of Agency of Scott, Carver and Dakota Counties, as well as the South Metro Federal Credit Union. I am a theoretical condensed matter physicist, meaning that my research focuses on understanding what systems with large numbers of quantum mechanical particles can do. This includes understanding phases of matter (meaning, what materials can do when they are in thermal equilibrium), but also understanding quantum dynamics (i.e. what many-body systems can do when they are actively being manipulated over time). Much of my research to date has focused on phases of matter which are difficult to differentiate locally — we call these phases topologically distinct, because their global properties can be very different even when locally they look the same. One interesting application of this local indistinguishability is that some of these phases are great places to hide quantum information in a way that is very difficult for the outside world to disturb. Right now, I am particularly interested in understanding how these kinds of states can be realized as stable steady states on quantum processors, and applying ideas from our understanding of equilibrium phases of matter to developing quantum codes. Together with my colleague Prof. Vlad Pribiag, I currently co-ordinates a bi-weekly series of seminars at UMN on Quantum Information Science. With a background in law, Joel brings a unique perspective to his work, leveraging his Juris Doctor degree from Hamline University School of Law and a Bachelor’s degree in Political Science and Government from the University of Iowa. Beyond his professional pursuits, Joel is dedicated to coaching youth sports at home in Minnesota, where he resides with his wife and their two athletically (and academically) talented children. John Israel
John Israel is the State of Minnesota’s Chief Information Security Officer (CISO). At MNIT, he leads the executive branch cybersecurity teams, the Minnesota Cybersecurity Task Force (MCTF), and collaborative efforts to engage with entities statewide to build effective cybersecurity strategies across all levels of government in the state. John has over 25 years of IT experience leading, building, and growing cybersecurity and IT functions in municipal, county, and state entities integrating highly technical functions into strategic organizational operations. Before joining MNIT in 2008, John led IT operations for the Washington County Sheriff’s Office. Most recently, John served as the state’s Interim CISO overseeing cybersecurity operations for the state and multiple grant-funded outreach programs that provide cybersecurity support and resources to counties, port cities, and tribal nations throughout Minnesota. John has held many leadership roles in our organization. In his roles at MNIT, including Deputy CISO and Security Operations Center (SOC) leader, John has been instrumental in building the state’s security operations teams. This includes the state’s first Security Operations Center (SOC) and the cybersecurity threat intelligence sharing capabilities within the Minnesota Fusion Center hosted by the Bureau of Criminal Apprehension. In 2019, John received the Visionary Security Operations Leader of the Year from the Cyber Security Summit. John holds a Bachelor of Arts degree from Concordia University in Saint Paul, a Master of Science degree from Norwich University in Vermont, and a Certified Information Systems Security Professional (CISSP) certification from ISC(2).

Jon Eichten serves as MNIT’s Deputy Commissioner. In his role, Jon oversees state agency business partner and governmental relations and ensures overall operational alignment with MNIT’s mission, vision, and values. Jon previously held the position of Legislative Director, where he oversaw MNIT policy and budget proposal development, legislative affairs, and special projects. Prior to joining MNIT, Eichten worked for the Minnesota Senate. He received his degree in Political Science from Carleton College.

Rita serves as NACo’s chief information officer. In this capacity she leads NACo’s technology programs and initiatives for counties. She is responsible for the NACo technology blueprint, which includes managing the development and delivering of technology programming on initiatives such as cyber security, technology infrastructure and cloud computing. Rita brings with her responsibility for serving on multiple boards and workgroups over the years including the PA Digital Advisory Board, the Multi-State Information Sharing & Analysis Center, and the NASCIO Cyber Security Workgroup. Rita also serves as the staff liaison to the NACo Technology Standing Committee, the FutureTech Subcommittee, and the NACO Artificial Intelligence efforts. Tripp Wray’s Information Systems career spans more than 40 years across retail, financial services, government, and defense contractors. His technical experiences range from proprietary HVAC control systems, to mainframe hierarchal and relational databases, to server based relational databases and applications. Now, as a PTI Certified Government Chief Information Officer, he leads a team managing data in the cloud with a variety of data formats for Chesterfield County, Virginia. His data governance journey began in the 1990’s with his creation of a master data management system for a major health insurer that enabled data owners to update look-up values for de-code tables in a controlled, transparent fashion. He also curated their first data dictionary. In the early 2000’s he created a robust data dictionary with multiple user interfaces, including a lookup API that applications used for context-sensitive help and a friendly UI oriented by their business process model. A few years later, as a Certified Scrum Practitioner, he built an asset management system, using data quality rules to curate data from multiple sources into a single comprehensive set of master data about their assets. In 2012 he was hired by a large regional bank where he created a data governance program for their commercial division including metadata development and management, DQ rule development, Data Steward coordination, Service Level Agreements and Data Change Management. His team is currently building a data governance program from the ground up for Chesterfield County, while delivering data management and developing AI applications.

As an experienced project manager, Wendy has a demonstrated track record of success working with clients in diverse industries, including Higher Education, State / Local Government, Manufacturing, Automotive, Telecommunications, and financial services. Most recently, Wendy served as Project Manager for the Workday implementation with Minnesota State Colleges and Universities.
Zarina Baber
Zarina has 25 years of IT leadership experience that spans across both private and public sectors. She has been with Minnesota IT Services partnering with MMB since June 2018 where she led implementations of SWIFT (the state’s finance and procurement system) and portal system upgrades. Zarina Baber serves on the MNIT leadership team as Assistant Commissioner of the Office of Transformation and Strategy Delivery, in addition to serving as CBTO for the Governor's Office. Baber previously served a dual role as the Deputy CBTO for Minnesota Management and Budget and CBTO for the Governor’s Office.
