Reichental is recognized as a global thought leader on a number of emerging trends including smart cities, the fourth industrial revolution, blockchain technology, data governance, and digital transformation. Reichental is currently the founder of Human Future, a global business and technology advisory, investment, and education firm.
He is formerly a multiple award-winning Chief Information Officer (CIO) for the City of Palo Alto, focusing on modernizing the technology environment and pushing the possibilities of innovation in local government. He had oversight for over $50M in technology funds per year, and during his seven-years at the city, successfully delivered over 250 technology projects.
Under Reichental’s leadership, Palo Alto was named one of the top five digital cities in America four years in a row, including the top spot in 2013. Reichental was awarded the distinction of being one of the 25 Doers, Dreamers, and Drivers in Government in America in 2013. He also won a best CIO in Silicon Valley award and a national IT leadership prize. In 2016, he was named one of the top 20 most influential CIO’s in the United States and in 2017, he was named one of the top 100 CIOs in the world.
Prior to joining the City, Reichental served as CIO of O’Reilly Media, an integrated media company. During his tenure he led the successful technology effort to deploy a new global ecommerce platform, enhanced the financial system, maintained PCI-compliance, implemented an IT governance process, and made several strategic upgrades to the network infrastructure.
Before O’Reilly Media, he spent almost 15 years at PricewaterhouseCoopers (PwC) in a variety of technology-related roles including leading technology innovation for the US firm.
Reichental holds several degrees including a Ph.D. in Information Systems. He is an adjunct professor in the School of Management at the University of San Francisco and instructs at several other universities.
His work has been featured on US and international television and radio, in magazines, newspapers, and online publications, that include CNN, BBC, NBC, CBS, NPR, Forbes, Wall Street Journal, Irish Times, CIO magazine, InformationWeek, Government Technology, Mashable, and many others.

Andrew Buss is a Deputy Chief Administrative Officer within Philadelphia’s municipal government. The Chief Administrative Office is responsible for improving the efficiency of public sector operations, and Andrew’s team focuses on strategy, project management, and enabling technology to support that mission. Before joining the CAO, Andrew worked on public technology and innovation in the Office of Innovation & Technology, with a portfolio that included digital equity, public sector innovation ecosystems, digital services, smart cities, creative services, and communications. After directing Philadelphia’s implementation of the KEYSPOT program, a citywide network of 77 community technology centers, Andrew established the City’s first innovation team with a focus on helping public sector employees think and work more creatively. Rita serves as NACo’s chief information officer. In this capacity she leads NACo’s technology programs and initiatives for counties. She is responsible for the NACo technology blueprint, which includes managing the development and delivering of technology programming on initiatives such as cyber security, technology infrastructure and cloud computing. Rita brings with her responsibility for serving on multiple boards and workgroups over the years including the PA Digital Advisory Board, the Multi-State Information Sharing & Analysis Center, and the NASCIO Cyber Security Workgroup. Rita also serves as the staff liaison to the NACo Technology Standing Committee, the FutureTech Subcommittee, and the NACO Artificial Intelligence efforts.

Kenneth N. Wilson was appointed to the position of county administrator in January 2015. As county administrator, the highest unelected post in county government, Mr. Wilson leads 14 county agencies with more than 1,400 employees and oversees the county’s annual $1.99 Billion budgeting process for 35 agencies to ensure Franklin County remains one of the finest, best-governed counties in the nation. He also directly supervisors the Department of Economic Development and Planning, Public Affairs, and the Office of Diversity, Equity and Inclusion. Mr. Wilson was hired in 2005 as director for the county’s Office of Management and Budget. In 2010, Mr. Wilson was elevated to the role of deputy county administrator for Resource Management, and previously oversaw other county agencies including Job and Family Services, the county’s largest social service agency.
Prior to joining the county team, Mr. Wilson was director of policy for the Ohio Senate Minority Caucus. He holds a Master’s in Public Administration from Ohio University and a B.A. from James Madison College at Michigan State University, where he majored in Public Affairs, Metropolitan Studies, and Business.
He serves as president of the National Association of County Administrators, vice-chair of the National Association of Counties (NACo), vice-chair of the Ohio City/County Management Association, and on the NACo International Economic Development Task Force.

Before becoming Commissioner, Tomes served as the Chief Innovation Officer and former Chief Information Officer at the City of St. Paul, where he was responsible for managing ongoing process improvements, supporting human-centered design, and increasing the overall effectiveness of city services and resources. While in St. Paul, Tomes facilitated a digital transformation at the city level, pioneering the use of mobile applications to improve resident opportunities. This work allowed the city to leverage deep data insights while promoting and supporting equitable service delivery. During his time as St. Paul’s Chief Information Officer, Tomes oversaw the launch of St. Paul’s Open Information Portal, which serves to promote and encourage innovative uses of data and transparency in government services.
Tomes’ prior work experience also includes six years as an Assistant Commissioner of Minnesota IT Services, where he created several nation-leading Information Technology sourcing agreements for 33,000+ user utility services statewide – including the first cloud-based public sector statewide service offering in the nation. While Tomes was serving in this role, Minnesota became the first state in the country to manage all Information Technology through service level agreements, a model that was recognized with a national award. Before joining state service, Tomes spent 13 years working for British Telecom.

John Israel is the State of Minnesota’s Chief Information Security Officer (CISO). At MNIT, he leads the executive branch cybersecurity teams, the Minnesota Cybersecurity Task Force (MCTF), and collaborative efforts to engage with entities statewide to build effective cybersecurity strategies across all levels of government in the state.
John has over 25 years of IT experience leading, building, and growing cybersecurity and IT functions in municipal, county, and state entities integrating highly technical functions into strategic organizational operations. Before joining MNIT in 2008, John led IT operations for the Washington County Sheriff’s Office.
Most recently, John served as the state’s Interim CISO overseeing cybersecurity operations for the state and multiple grant-funded outreach programs that provide cybersecurity support and resources to counties, port cities, and tribal nations throughout Minnesota. John has held many leadership roles in our organization.
In his roles at MNIT, including Deputy CISO and Security Operations Center (SOC) leader, John has been instrumental in building the state’s security operations teams. This includes the state’s first Security Operations Center (SOC) and the cybersecurity threat intelligence sharing capabilities within the Minnesota Fusion Center hosted by the Bureau of Criminal Apprehension. In 2019, John received the Visionary Security Operations Leader of the Year from the Cyber Security Summit.
John holds a Bachelor of Arts degree from Concordia University in Saint Paul, a Master of Science degree from Norwich University in Vermont, and a Certified Information Systems Security Professional (CISSP) certification from ISC(2).
