He’s been a senior software engineering manager, a director of technology innovation, and has served as chief information officer at both O’Reilly Media and the City of Palo Alto, California. Reichental is currently the founder of advisory, investment, and education firm, Human Future, and also creates online education for LinkedIn Learning. He has written three books on the future of cities: Smart Cities for DummiesExploring Smart Cities Activity Book for Kids, and Exploring Cities Bedtime Rhymes. His latest books include Data Governance for Dummies and a Cryptocurrency QuickStart Guide.

For over 30 years, Dr. Jonathan Reichental has been successfully helping organizations leverage the value of information and communications technology to solve business problems, increase effectiveness, and support revenue growth. He has a track record of delivering a high-volume of successful, multi-million-dollar projects and initiatives in both the private and public sectors.

Reichental is recognized as a global thought leader on a number of emerging trends including smart cities, the fourth industrial revolution, blockchain technology, data governance, and digital transformation. He is an in-demand board advisor, global keynote speaker, educator, and writer who has written three books on the future of cities: Smart Cities for DummiesExploring Smart Cities Activity Book for Kids, and Exploring Cities Bedtime Rhymes. His latest books include Data Governance for Dummies and a Cryptocurrency QuickStart Guide.

Reichental is currently the founder of Human Future, a global business and technology advisory, investment, and education firm.

He is formerly a multiple award-winning Chief Information Officer (CIO) for the City of Palo Alto, focusing on modernizing the technology environment and pushing the possibilities of innovation in local government. He had oversight for over $50M in technology funds per year, and during his seven-years at the city, successfully delivered over 250 technology projects.

Under Reichental’s leadership, Palo Alto was named one of the top five digital cities in America four years in a row, including the top spot in 2013. Reichental was awarded the distinction of being one of the 25 Doers, Dreamers, and Drivers in Government in America in 2013.  He also won a best CIO in Silicon Valley award and a national IT leadership prize. In 2016, he was named one of the top 20 most influential CIO’s in the United States and in 2017, he was named one of the top 100 CIOs in the world.

Prior to joining the City, Reichental served as CIO of O’Reilly Media, an integrated media company. During his tenure he led the successful technology effort to deploy a new global ecommerce platform, enhanced the financial system, maintained PCI-compliance, implemented an IT governance process, and made several strategic upgrades to the network infrastructure.

Before O’Reilly Media, he spent almost 15 years at PricewaterhouseCoopers (PwC) in a variety of technology-related roles including leading technology innovation for the US firm.

Reichental holds several degrees including a Ph.D. in Information Systems. He is an adjunct professor in the School of Management at the University of San Francisco and instructs at several other universities.

His work has been featured on US and international television and radio, in magazines, newspapers, and online publications, that include CNN, BBC, NBC, CBS, NPR, Forbes, Wall Street Journal, Irish Times, CIO magazine, InformationWeek, Government Technology, Mashable, and many others.

Rachel Lockett is an accomplished business leader with a technology background who excels at building high-performing teams. Rachel believes technology can solve many of the most pressing problems in business, communities and the world. She understands that technology management is really just good business management and the most important component of any technology initiative is the people.

In 2020, Rachel was recognized as the Twin Cities Enterprise CIO of the year. Just 2 years later, Rachel was also nominated for the 2022 National Large Corporate CIO Of the year.

Rachel is an award-winning CIO with a passion for leadership development. With over 25 years of experience in IT leadership and 10 years in the C-suite, she has guided companies in diverse industries through transformational change. Rachel has held a Certified Information Systems Security Professional (CISSP) certification for the past six years, as evidence of her depth of experience in cybersecurity. Hands-on experience leading the Human Resources, Quality Assurance, Training and Accounting functions at various companies makes her an incredibly well-rounded business leader.

Leveraging her love of writing and her business successes, Rachel decided to capture the most instructional stories from her career, along with insights and anecdotes from her peers, in The Technology Doesn’t Matter. Infused with humor and humility, Rachel’s first book offers guidance to technology leaders AND business leaders, helping them align with each other in order to achieve business objectives and drive success.

After high school, Rachel set aside her involvement in theater to pursue a career in technology. While she has never regretted that decision, she still loves the opportunity to take the stage and share her perspective with audiences of any size. Andrew Buss

Deputy Chief Information Officer/Public Technology and Innovation, City of Philadelphia

Andrew Buss is a Deputy Chief Information Officer within Philadelphia’s Office of Innovation and Technology. He and his team focus on public technology and innovation, with a portfolio including digital equity, public sector innovation ecosystems, digital services, smart cities, creative services, and communications. After directing Philadelphia’s implementation of the KEYSPOT program, a citywide network of 77 community technology centers, he established the City’s first innovation team with a focus on helping public sector employees think and work more creatively. Andrew also started the Digital Literacy Alliance, a cross-institutional grantmaking group in the digital equity space, and collaboratively produced the City’s first comprehensive Digital Equity Plan. He earned a graduate degree in geography from Temple University in Philadelphia and teaches about the public sector at the University of Pennsylvania and Temple University.

Barry has worked in the IT field for over 40 years holding a wide range of technology leadership positions in the public and private sectors and was most recently the CIO for Chesterfield County, VA for 17 years. Barry holds advanced degrees in public leadership, economics and computer science in addition to certifications in CIO leadership and cyber security. Barry has been adjunct faculty for Virginia Commonwealth University and is currently adjunct faculty for the Public Technology Institute in the certified government CIO program.

Chief Information Officer, City of Mesa, AZ

Scott Conn became the Chief Information Officer for the City of Mesa, AZ in January 2024 where he puts his 40+ years of C-level private sector, Executive Consulting, and local government Information Technology experience to work.  Scott’s team in Mesa is a 2024 Smart 20 Award winner for their implementation of “Connect@Mesa” – a WiFi network within the city that is available to all residents.  Scott has a Bachelor of Science in Business Administration and Management from Santa Clara University, is a retired Varsity Football and Women’s Varsity Basketball Head Coach.  He has co-authored 3 books on Program Management, Software Development Life Cycle, and Process Enhancement/Improvement.  Scott has been married for 39 years, has 3 grown children, and a beautiful new granddaughter. 

Scott is an active member of the Municipal Information Systems Association of California (MISAC) serving on the Communications Committee, Annual Conference Committee, and is the President Emeritus of MISAC’s Northern Chapter.  His prior IT Team at the City of Modesto, CA has won the MISAC Award for Excellence in IT Best Practices, the Smart Cities 50 Project Award, the Top Ten Digital Cities Award, and the League of Cities Helen Putnam Award.

Adam Frumkin is a results-driven leader with more than 25 years of experience in developing, directing, and executing business transformation and strategies. He has an established record collaborating with other executives to bring clarity to strategic business decisions and implementing technology to transform business processes.

He has focused experience in strategic planning, cultural and organizational development, emotional intelligence, process reengineering, enterprise system implementations, cybersecurity, and disaster recovery and business continuity planning.

Chetan Ganatra serves as the Chief Information Officer (CIO) for Ramsey County, MN, where he leads the strategic direction and implementation of information technology initiatives across county departments. With a robust background in IT management and public administration, Ganatra brings extensive experience in driving innovation and enhancing service delivery.

Before assuming his role as CIO, Ganatra held pivotal positions in IT leadership within both public and private sectors, focusing on infrastructure optimization, cybersecurity, and digital transformation strategies. Doug Robinson serves as the Executive Director of the National Association of State Chief Information Officers (NASCIO), a position he has held since 2004. NASCIO is the leading organization representing state CIOs and IT executives across the United States.

Under Robinson’s leadership, NASCIO has been at the forefront of advocating for effective use of information technology in state governments, promoting innovation, cybersecurity, and digital government initiatives. Robinson brings extensive experience in public policy and government affairs, having previously served in advisory roles related to IT governance and management.

Alan has headed the Public Technology Institute (PTI) for some 19 years and brings 30+ years of experience in technology and public management. He is a recognized author, speaker, blogger, and podcast host, and has spent most of his career in nonprofit management. He also teaches Technology & Public Management for over 14 years and is currently associate professor at the Schar School of Policy and Government, George Mason University. In addition to PTI and teaching, Alan is co-chair and fellow of the Standing Panel on Technology Leadership for the National Academy of Public Administration.
