For 50 years, Fusion Learning Partners has evolved to meet the changing needs of the organizations and communities we serve while maintaining a core purpose of supporting individuals and organizations so they can transform the communities they serve. From our beginnings as a Minnesota-based joint powers association called Government Training Services to the national nonprofit organization we are today, each milestone has helped shape who we are. Let’s take a look back at some of the defining moments in our journey.

1976-2004: Building a Foundation

1976
As a result of work started by the Center for Urban and Regional Studies at the University of Minnesota, Government Training Services (GTS) is established as a public joint powers association. The intent was to:

  • Develop quality training and education programs available to all local governments so that each local entity did not have to “reinvent the wheel”
  • Convene and connect local governments with each other and with industry experts

What emerged was a vehicle ideally suited for addressing intergovernmental and multi-sector educational needs.

1981
To respond to the emergence and growing use of computers and computer systems, GTS convened the first technology-related conference for state and local governments in Minnesota, called the Minnesota Computer Conference. Today, that conference (now called the GOVIT Leadership Summit & Symposium) is celebrating its 45th anniversary making it one of the longest running government technology conferences in the country!

2004-2021: Growing & Evolving

2004
As state appropriations declined, GTS transitioned to an independent, nonprofit corporation, with a new board of directors and expanded mission to serve both the public and civic sector. Transitioning to a nonprofit allowed us to serve a broader range of public-sector and nonprofit clients while maintaining its core educational mission.

2006
Recognized by the IRS as a tax exempt, charitable organization

2008
Name changed to GTS Educational Events

2015
Founding executive director Helene Johnson retires; new executive, Mary Wynne, is hired. Hear from Mary here.

2021
With the key help of our marketing partner, OrangeBall Creative, GTS Educational Events successfully rebranded as Fusion Learning Partners (Fusion). The name change represents a broader vision, including our expansion beyond educational events into organizational support and strategic services.

2021-Now: Broadening Our Impact

2023
We welcomed the Public Technology Institute (PTI) as a division of Fusion. PTI, formed in 1971 and celebrating its 55th anniversary, supports local government technology leaders and professionals through research, education, professional development, executive consulting services, and national recognition programs. This acquisition positioned our company to expand its support of local government technology leaders nationwide.

2025
Catalyst Solutions Group is formed as an official division of Fusion. By establishing a distinct brand for its event management and association management services, Fusion creates greater clarity around its expanding portfolio of offerings. Today, Catalyst Solutions Group and Public Technology Institute operate as specialized but interconnected divisions that extend Fusion’s mission and reach.

2026
