
Read Part One: The Origin Story of Fusion Learning Partners: From a Conference to Collective Action
By the early 2000s, the future of Government Training Services (GTS) was far from certain. After 28 years of serving Minnesota’s public sector, the organization faced a defining challenge when it was written out of the appropriations bill that funded the joint powers association through which it operated. Without the annual fiscal appropriation, and amid the inevitable changes affecting the organizations that had created and governed the association, serious questions emerged about whether GTS could continue to exist.
At that moment, the organization could have closed its doors and reflected proudly on nearly three decades of service. Instead, GTS chose a different path, one defined by three qualities that would become hallmarks of its journey: persistence, resilience, and adaptability.
GTS remained persistent in its commitment to its mission of serving the public sector. It demonstrated resilience in responding to the difficult reality that policymakers no longer saw sufficient value in continuing even a modest annual appropriation. Most importantly, it proved adaptable by fundamentally reimagining its organizational structure to meet the demands of a new environment.
Following the governing board’s decision to dissolve the joint powers association, GTS embarked on a major transition. The organization began the process of becoming an independent nonprofit corporation. A transitional board was assembled, incorporation documents were filed with the State of Minnesota, and an application for charitable status under Section 501(c)(3) was submitted to the Internal Revenue Service. While the organization’s commitment to serving the public sector remained unchanged, the new structure also created an opportunity to expand its mission and serve nonprofit and civic organizations.
Beginning a New Chapter
In January 2005, the inaugural nonprofit Board of Directors convened, marking the beginning of a new chapter. Three years later, the organization adopted a new name: GTS Educational Events. The rebranding honored the organization’s history while embracing a future focused on designing and delivering educational programs, conferences, and events that informed, inspired, and developed leaders across government and nonprofit sectors.
The transition also brought a new business model. Rather than relying on public appropriations, GTS Educational Events became almost entirely fee-for-service. The organization provided contracted services to government agencies and nonprofit organizations while also producing its own educational events and conferences. Among its most notable successes was the Government IT Symposium, now known as the GOVIT Leadership Summit & Symposium. Celebrating 45 years of continuous operation, it remains the longest-running government technology conference in the United States.
Over the next 15 years, GTS Educational Events partnered with a wide range of organizations and agencies. Its clients included Minnesota state agencies such as Human Services, Health, Education, Public Safety, and Natural Resources. The organization also worked closely with professional associations including the Minnesota City Managers Association, Minnesota Association of City Clerks, Minnesota City Attorneys Association, emergency management organizations, and the Ramsey County League of Local Governments.
Its reach extended well beyond government. Nonprofit and civic sector partners included the Bush Foundation, the Upper Midwest Security Alliance, Project Management Institute Minnesota Chapter, and Rail~Volution, now known as MPact. Through these partnerships, thousands of professionals gained access to meaningful learning opportunities, leadership development programs, conferences, and training experiences. Thousands more participated through GTS-produced events and educational programs.
Like any organization that spans decades, GTS experienced both successes and challenges. Economic cycles, political shifts, and leadership transitions created periods of uncertainty. Yet two major tests during this era would once again demonstrate the organization’s ability to evolve.
Succeeding through Uncertainty
The first came in 2015 with a significant leadership transition. After 38 years of service, the executive director retired, alongside several long-tenured staff members who had dedicated more than three decades to the organization. New leadership was tasked by the board with modernizing operations, driving innovation, and positioning the organization for growth. As GTS expanded its programming and secured larger client engagements, it seemed poised for another period of success.
Then came the second and perhaps greatest challenge.
In 2020, the COVID-19 pandemic disrupted nearly every aspect of society. For an organization whose mission depended on bringing people together to learn, collaborate, and share ideas, the impact was immediate and profound.
Once again, persistence, resilience, and adaptability became essential.
The organization rapidly embraced virtual event technologies, learning new platforms and delivery models almost overnight. This swift pivot enabled GTS to continue serving clients while preserving access to educational opportunities for professionals throughout the public and civic sectors. Programs that had traditionally been conducted in person were redesigned for virtual audiences, ensuring learning and connection could continue despite unprecedented circumstances.
Like many organizations during the pandemic, GTS faced significant financial pressures. Success required creative problem-solving, innovative thinking, and strategic use of available federal and state assistance programs. The challenges were substantial, but the organization refused to let disruption define its future.
Instead, leaders viewed the crisis as an opportunity to rethink what was possible.
Transforming GTS
By the end of 2020, GTS Educational Events announced another transformative step. In 2021, the organization would become Fusion Learning Partners, building upon its longstanding foundation of serving the public and civic sectors while sharpening its focus on technology, innovation, and learning for the greater good.
The new name reflected more than a rebrand. It represented a refined vision and a clearer point of view. By focusing on the intersection of learning, technology, and innovation, Fusion Learning Partners positioned itself to deepen its expertise, strengthen its services, and broaden its impact.
What began as a response to financial uncertainty in 2005 had evolved into a story of continual reinvention. Through organizational restructuring, leadership transitions, and a global pandemic, the organization consistently demonstrated its capacity to adapt while remaining true to its purpose.
The chapter from 2005 to 2020 stands as a testament to the power of resilience. Time and again, the organization faced moments when its future appeared uncertain. Time and again, it chose growth over retreat, innovation over complacency, and opportunity over adversity. Those choices laid the foundation for the next chapter of its journey as Fusion Learning Partners.
