While attending a Chief Information Officer leadership event in 2022, I heard Darryl Polk (CIO, Riverside, CA) use a phrase that stuck with me. He said something to the effect of “technologies are like dragons, some you ride, some you slay…”. Ever since then I have been ruminating over a blog post based on those astute observations.

Dragons capture our imagination: some we fear, some we control, and some serve us.

As Darryl analogized, technology in the hands of a CIO can be much like the dragons of legend – powerful, enigmatic, and dangerous. In the realm of local government, a CIO must understand which dragon they are dealing with to harness their power effectively.
